Viet Nam Civil Society Partnership Platform on AIDS (VCSPA)
The Viet Nam Civil Society Partnership Platform on AIDS (VCSPA) is a voluntary institution of civil society organizations and groups in Vietnam, including non-governmental organizations, community-based organizations and groups, organizations and groups of people living with HIV, groups of vulnerable population, religious and charity groups and organizations.
Initiated by Institute for Social Development Studies (ISDS), Bright Future Network (BFN+) and Health and Development Networks (HDN) during October 2007, the institution has currently grown to be a coalition of 56 AIDS service organisations and groups in Viet Nam. To enable equal representation and participation, the member organisations are drawn from the various constituencies of the affected community and geographical locations of Viet Nam.
Goal: Unite Vietnamese civil society to meaningfully and effectively participate in the national response to HIV and AIDS.
Strategic objectives of VCSPA:
- To create a space for civil society members to share information, experience, express opinions, debate.
- To strengthen capacity, and promote image of civil society as a unified force with a wide range of strengths, knowledge and talents.
- To pursue a mechanism that ensures regular inputs from civil society for policy development, design, planning, implementation, monitoring and evaluation of the responses to AIDS at national and local level.
- To get solidarity in actions upon priority areas for civil society in the response to AIDS.
Partners
The platform is nationally driven and owned. Currently the host organisation for the partnership is Institute of Social Development Studies (ISDS) . The Coalition now constitutes of 68 organisations representing various communities and geographical locations of Vietnam. For a comprehensive list of all partners please click here.
Governance of VCSPA:
All members are equal in term of rights and responsibilities. The Platform is managed by the Partnership Coordinating Committee (PCC), who represents Platform members and elected by the Platform Congress. Platform’s priority, strategies, annual plan are to be approved by the Platform Congress.
Civil society groups and organizations, commit to the Platform’s objectives, agree to sign upon Platform Agreement, and approved by the majority of the Partnership Coordinating Committee members can become a member. The Coordinating Committee reserve the rights to terminate the membership of those do not respect Platform Agreement, against Platform’s Objectives or violate the law will be excluded from the Platform.

Recent achievements of VCSPA
- UNGASS 2008 process- VCSPA conducted two country level pre UNGASS report civil society consultations at Hanoi and Ho Chi Minh city in collaboration with UNAIDS and Ministry of Health.
- Conducted the UNGASS country level report validation meeting at Hanoi.
- Trained 48 representatives from 48 grassroots level organisations on usage of computers and internet skills.
- Trained 20 representatives from 19 grassroots organisations on proposal writing and resource mobilization skills.
- Identified by Ford Foundation (FF) as a civil society platform for representation to High level meeting in New York for 2008.
- Identified by Ford Foundation as a civil society platform for representation to XVII International AIDS conference (IAC) 2008 at Mexico.
- Holding of pre IAC civil society consultations at Viet Nam and also post conference dissemination workshops with support from Ford Foundation.
- Open society Institute’s (OSI) support for civil society representation in Mexico.
- Currently being supported by OSI, FF and Irish AID.
VCSPA has also facilitated the development of a civil society programming framework on issues around HIV and TB that can be used for coordinated and strategic actions around the key issues.
